REGULATIONS of the First International Contest of Young Pop Singers "New Wave Junior 2009"

Terms of participation
1. Talented young singers are invited to take part in the contest. There are two age categories:
· 8-12 years old;
· 13-15 years old.
musical genre and cast notwithstanding:
· solo;
· duet;
· ensemble, band.
2. To take part in the contest, all participants need to go through the registration procedure and produce the following documents to the Organizing Committee:
· A completed registration form (see Attachment 1), specifying age category and the number of performers (there must be one questionnaire from a band or a performer);
· 3-4 photos (10x15 cm), full-length;
· The music on MC or CD audio carrier or VHS or DVD video carrier, i.e. 2-4 songs in the following categories: original song, a song from a children’s film or a cartoon or a song of his choice.
3. The Organizing Committee chooses the participants of the contest.
4. The Organizing Committee can dismiss a singer from the Competition if the information stated in his questionnaire is false.
The Organizing Committee does not review the sent phonograms nor does it return them.
Programme, dates and location
The "Junior New Wave 2009" International Contest of Young Pop Singers consists of three rounds.
· Round 1 - Audition. (based on the phonograms sent to the Organizing Committee).
Dates: from 08 December 2008 to 01 March 2009.
Location: Russia, Moscow.
As a result of Round 1, the best performers will be invited to participate in the Semi-final of the Contest. In this case, a representative of the Organizing Committee will get in touch with the participant and after the repertoire of the competition is fixed, the participation in the semi-final will be confirmed in writing.
· Round 2 - Semifinal.
Dates: the date is under consideration
Location: Russia, Moscow, entertaining complex.
The candidates are to sing two compositions in the Semi-final: - original song;
- a song from a children’s film or a cartoon.
· Round 3 - Final.
Dates: the date is under consideration
Location: Russia
The jury of the Semifinal will select 16 candidates for the Final of the contest.
Use of phonogram, cast, rehearsals
1. From the second round on, all candidates sing phonogram "-1" compositions (on CD or MD carriers).
2. The recording of back vocal is allowed unless the main voice (melody line) is duplicated.
3. If contestants invite back-vocalists, the use of additional back vocal in the phonogram is forbidden.
4. The timekeeping of each song must not exceed the limit of three minutes.
5. During the performance at the semi-final and the final, the number of artists on the stage must not exceed the total of 8 people, including the very performer, an accompanying band, back-vocal and ballet.
6. The rehearsals of the finalists start 10 days before the beginning of the Final of the contest. The date of departure is to be confirmed by the Organizing Committee.
The work of the jury at the Contest
1. The contestants’ performances are evaluated by the international jury, which consists of popular Russian and foreign singers.
2. Children’s jury will consist of the winners of international contests, young composers and actors.
3. The members of the jury use ten-point system of open voting, which entirely conforms to the criteria of International competitions.
4. The points of the jury are registered in the minutes. The decision of the jury can not be revised.
Awards. Prize fund
The winners of the contest are classified in the following way:
1-st place - the winner diploma and a prize
2-nd place - the winner diploma and a prize
3-rd place - the winner diploma and a prize
People's Choice Award The winner becomes known as a result of the voting in the "Cosmos" concert hall, SMS-voting, and also on the votes of radio audience and TV viewers who use interactive regime of the contest web-site. Other participants of the contest receive memorable diplomas and prizes.
Additional information
1. The Organizing Committee does not take any responsibility for covering accommodation and transfer expenses during the second round of the contest (Semi-final in Moscow).
2. At the third round of the contest (Final held in Moscow), the Organizing Committee covers the following expenses of performers and one accompanying person:
• two-way tickets; • transfer; • accommodation; • three times meal.
In case of necessity the Organizing Committee can assist in getting a visa (letters, invitations).
The contest is carried out in accordance with the regulations approved by the Organizing Committee.
